In the world of finance, true leadership is measured not merely by numbers, but by the ability to transform financial strategy into institutional strength, operational resilience, and long-term value creation. For Thomas Mensah Abobi, Chief Manager – Finance at Ghana Water Limited, this has been the defining thread of a distinguished career spanning more than two decades.
A seasoned finance executive with extensive experience in corporate finance, financial strategy, operational management, and governance, Thomas has built a reputation as a disciplined strategist, collaborative leader, and results-driven financial steward whose impact continues to shape one of Ghana’s most critical public utility institutions.
At Ghana Water Ltd, where prudent financial leadership directly influences service delivery, infrastructure investment, and institutional sustainability, Thomas has emerged as a key force behind the organisation’s financial transformation journey.
As Chief Manager – Finance, he leads the organisation’s financial planning and management architecture, overseeing strategic budgeting, forecasting, reporting, compliance, and resource allocation. Under his leadership, Ghana Water Ltd has strengthened its financial oversight systems, improved cash flow management, enhanced reporting efficiency, and driven smarter allocation of resources to support operational performance and long-term sustainability.
His leadership has also supported the organisation’s digital finance evolution, including the integration of technology-driven systems such as electronic billing platforms and enterprise resource planning (ERP) frameworks, reinforcing efficiency, transparency, and stronger financial governance.
Yet Thomas’s journey to the finance leadership table is one built on deep institutional knowledge and consistent performance.

Having risen through multiple finance leadership roles within Ghana Water Ltd, his career reflects a rare combination of technical depth and operational understanding. From serving as Head of Consolidation/Financial Accountant, where he played a critical role in financial reporting, policy development, and budget management, to leadership roles as Finance Manager for Accra West Region and ATMA Production, Thomas has consistently delivered measurable improvements in financial performance, cost control, and accountability.
His contributions to cost optimisation, budgetary discipline, and financial transparency have helped drive operational efficiencies while strengthening confidence among regulators, financial institutions, and strategic stakeholders.
Beyond operational finance, Thomas brings a sophisticated understanding of governance and institutional accountability. His service on the Management Letter Implementation Committee at Ghana Water Ltd and the Audit Committee of Ghana Health Service reflects his commitment to sound corporate governance, audit compliance, and performance excellence.
Academically and professionally, his credentials mirror the depth of his experience.
Thomas holds an MBA in Finance from the Ghana Institute of Management and Public Administration (GIMPA) and is a Fellow of the Association of Chartered Certified Accountants (ACCA), UK. He is also a member of the Institute of Chartered Accountants, Ghana, an affiliate of the Chartered Institute of Administrators and Management Consultants, and is currently pursuing a Doctor of Business Administration (DBA) at Nobel International Business School.
What makes Thomas stand out is not simply his technical competence, but his ability to see finance as an enabler of transformation.
For him, finance is not just about balancing books; it is about building sustainable institutions, unlocking efficiency, supporting innovation, and enabling leadership decisions that create lasting impact.
As this week’s CFO of the Week, we celebrate a finance leader whose career reflects discipline, resilience, innovation, and an unwavering commitment to excellence.
Thomas represents the kind of financial leadership Africa needs — strategic, accountable, future-focused, and transformational.
